Looking for that low-cost housing unit that you can afford is cumbersome especially when you don’t have the know-how. Most people in the US looking for low-cost rental units have turned to Section 8 for assistance. What is Section 8? Section 8 is the widely-used term for the U.S. Government’s housing program which is subsidized and allows low-income families and individuals to live in affordable and safe privately-owned rental housing. “Housing Choice” is the program’s official name and it is the government’s major housing assistance program.

How Is Section 8 Housing Different from Public Housing?
          The U.S. Government issues Housing Check vouchers to those tenants who are interested to avail of the rental scheme. The US Government pays a specific portion of the rent of those who receive Housing Choice vouchers and the tenants will be the ones to find their own apartment, townhouse, or rental home. Voucher recipients are free to choose any rental units, not limited only to public housing, that meets their needs.

How Does Section 8 Rental Housing Work?
          Owners of rental units are also issued Housing Check vouchers or Section 8 vouchers from the US Government. Rental units must meet minimum health and safety standards to be eligible for Section 8 vouchers. If the rent is within the Fair Market Rent (FMR) for the geographic area and size of the rental unit, the local Public Housing Authority (PSA) will inspect the unit to determine whether it meets the standards. After the inspection, approval is given to owners to allow their rental units for lease.

Tenants Pay the Difference Between Benefit and Rent
          The tenant’s share of the rent is calculated by the PSA. The tenants acquire a unit and pay the rent exceeding their benefit or simply pay the difference between the asking rent and the amount that is subsidized. For example, an $800 monthly rent might be eligible for $600 in Section 8 assistance. The tenants owe the $200 differencepay but they have to pay this amount in accordance to the lease’s agreed-upon terms and conditions.

How can I Become a Section 8 Landlord?
          Landlords inform the local Housing Authority office of Housing and Urban Development (HUD) of their interest to accept Section 8 vouchers but they must follow certain guidelines and procedures. Vouchers are paid directly to the landlord and negotiations are done at the local level.

Expectations for Both Landlords and Tenants
          The PSA enters into a contract with the landlord once a Section 8 tenant signs a lease of at least one year. The tenants pay their share of the rent on time, keep the rental unit in good condition and are expected to conform to the lease. Landlords are expected to maintain the standards that existed when the contract was signed and keep the unit safe and sanitary as long as he or she received housing assistance payments. The PSA will make sure the landlord meets his or her obligations, monitor the family’s income, and inspect the rental unit annually. If the landlord fails to do so, the PSA has the right to terminate rent payments.
